The Western Screech Owl, photographed in Central Montana in the Castle Mountains, is native to North America.  They have yellow eyes and a yellowish bill.  The female is generally larger than the male.  They are nocturnal and hunt large insects and small mammals such as mice, rats, and birds.  Their habitat includes forested areas which is where this one was found.
